Neil Menezes is the Vice President of Material Services at Circular Action Alliance (CAA), the first Producer Responsibility Organization (PRO) approved to implement Extended Producer Responsibility (EPR) for paper and packaging in the United States. In this role, Neil focuses on expanding the volume and variety of recyclable materials by working collaboratively across the entire recycling value chain from packaging design to end markets.
Before joining CAA, Neil led packaging sustainability policy efforts at General Mills, helping shape effective EPR frameworks to support practical implementation. He brings over 15 years of global experience working with PROs, producers, waste management companies, and government stakeholders to advance EPR and diversion programs across Canada, Europe, and South America.
Neil also served on numerous advisory groups and boards, including Oregon’s Rulemaking Advisory Committee #2, the Illinois Advisory Committee, and the Canada Plastics Pact Advisory Committee.
