Linnea Whitney Skierski

Linnea Whitney Skierski serves as Deputy Director of Policy Analysis and Development at the California Department of Resources Recycling and Recovery (CalRecycle). With over a decade of experience in environmental policy and program development, she has built a career at the intersection of data, cross-sector collaboration, and policy reform.

Linnea has been deeply involved with SB 54 — California’s landmark Extended Producer Responsibility law for plastic packaging — working on regulatory development and implementation planning, and previously leading policy implementation efforts at the 501(c)3, The Recycling Partnership, before joining CalRecycle. She holds a B.S. in Environmental Science and Management with an emphasis on Soil Science and Biogeochemistry from UC Davis.

Her background spans the private, nonprofit and public sectors, giving her a practical, multi-stakeholder perspective on how California’s evolving packaging regulations will shape industries across the state and country.
