Jessica Lally is a proven leader, coalition builder, and change agent with over 9 years of experience in the sustainable materials management and environmental industry. She is an experienced Solid Waste Planner, joining HDR from the City of Denver’s Department of Transportation and Infrastructure. Jessica has led multi-stakeholder efforts to implement major solid waste policies and programs that drive operational efficiencies and waste diversion at the local and state level. At HDR, Jessica oversees the New England waste business, in addition to working alongside municipalities and state agencies nationwide to improve long-term solid waste planning and diversion efforts. As a technical lead for the EPR Needs Assessments in Colorado, Maryland, and California, Jessica played a significant role in conducting interviews with stakeholders, writing technical reports, and analyzing the statewide data on collections and processing to project the impacts of EPR program implementation. Jessica continues to play a leading role in HDR’s EPR work nationwide and looks forward to working on Needs Assessments in Washington and Hawaii.
